In order to standardize the management of the molybdenum industry and promote the optimization and upgrading of the industrial structure, the Ministry of Industry and Information Technology issued the "Notice on Publicly Soliciting Opinions on Access Conditions for the Molybdenum Industry."

The Ministry of Industry and Information Technology of the People's Republic of China issued a draft of the molybdenum industry access standard on February 9, 2010. The draft opinion restricts the mine production scale, resource recycling rate, process standards, emission standards, and production safety of molybdenum industry companies.

In terms of scale: the standard stipulates that the comprehensive production capacity of open-pit mining and beneficiation shall not be less than 10,000 tons of ore per day; the comprehensive capacity of pit mining and beneficiation shall not be less than 5,000 tons of ore per day. The annual production capacity of industrial molybdenum oxide (containing not less than 51% molybdenum) of smelting production enterprises (including new construction, reconstruction and expansion projects) shall not be less than 5,000 tons, and the annual production capacity of ferromolybdenum (containing not less than 60% molybdenum) shall not be less than 5,000 Ton. In addition, the notice also further clarified the three mining rates of mining enterprises.

The molybdenum industry access standards of the Ministry of Industry and Information Technology have restricted all aspects of enterprises. Among them, the biggest impact on the entire molybdenum industry is the mine's production scale and process limitations. The standard obviously tends to support large and super large molybdenum manufacturers. For small molybdenum manufacturers, their future development space will be limited. In the future, the concentration of China's entire molybdenum industry is expected to further increase, and large-scale molybdenum manufacturers will benefit from the implementation of this industry access standard.

Molybdenum and tungsten, like rare earths, are also rare non-ferrous metals with resource advantages in China. China’s output in 2008 reached about 80,000 tons, accounting for about 40% of the world’s total. However, China’s molybdenum industry, like the rare earth industry, also has a large number of disorderly mining of small and medium-sized mines. The implementation of this standard will gradually concentrate molybdenum resources in advantageous companies, which will help China’s voice in molybdenum prices and the entire industry’s Profitability is also expected to gradually improve.
